VicSmart Expansion for Two Homes & Subdivisions – (VC288)
VicSmart provisions have been expanded through Amendment VC288, effective from October 16th, 2025, to accelerate housing delivery and
simplify planning processes.
Key Highlights of the Amendment:

VicSmart Eligibility: Construction of two homes on a lot and two-lot subdivisions in residential zones (except Low
Density Residential Zone) can now be processed under VicSmart (subject to the overlays that impact the property).

Streamlined Process: Eligible applications enjoy a 10-day turnaround, with no advertising or
third-party notice requirements.

Subdivision Updates: Clause 56 has been modified to align with these changes, supporting quicker approvals for
small-scale developments.
